Herdsmen flee Ethiopia's droughtThe Ethiopian drought has hit a large swathe of territory east of Addis Ababa, stretching from the Eritrean border almost down to the Kenyan border. One of the worst-affected areas is the Somali region bordering on Somaliland and Djibouti. The United Nations Emergency Unit in Ethiopia says the situation in the Shinille zone, around the town of Dire Dawa, is deteriorating fast. Usually the area receives a few days' rainfall in December - but this year it has received almost nothing at all, and it is drier than ever.Pasture and water are drying up and Issa herdsmen have started to migrate. Thousands of cattle are on the move - but there is no relief in sight. The traditional refuge for Issa cattle during drought is practically bare of pasture.

UNHCR Urges Eritrean Refugees in Sudan to RegisterThe United Nations High Commissioner for Refugees is urging hundreds of thousands of Eritrean refugees in Sudan to register with the agency for voluntary repatriation by the end of the year, when their refugee status comes to an end. The U.N. refugee agency says December 31 is the cutoff date for some 300,000 Eritrean refugees in Sudan to register for voluntary repatriation. To date, the refugee agency has transported only about 50,000 refugees back to Eritrea.In May, the UNHCR announced all Eritreans who fled the war of independence 30 years ago or the recent border conflict between Ethiopia and Eritrea would lose their refugee status at the end of the year. The agency says the conditions that forced them to flee their country no longer exist.

Porn scandal rocks Eritrean peace force
A sex scandal has again troubled the United Nations peacekeeping mission to Eritrea and Ethiopia (Unmee). The latest involves allegations of a pornographic video being made by an Irish peacekeeper in Asmara, involving a 22-year-old Eritrean woman. Unmee has released a statement which said that the incident took place in March."As a result of an internal military investigation, the soldier has been severely disciplined and repatriated to his country of origin," it says. The Eritrean woman involved has been jailed.

UE STANZIA ALTRI 10 MLN EURO PER ERITREA AFFLITTA DA SICCITA'
Rispondendo ad appello del governo eritreo
Bruxelles, 17 dic. (Ap) - L'Unione europea ha stanziato altri 10 milioni di euro a favore dell'Eritrea, a rischio di una grave crisi alimentare a causa della siccita'. Il nuovo finanziamento Ue fa seguito ad un appello lanciato dallo stesso governo eritreo secondo il quale un terzo dei 3,5 milioni di abitanti del Paese rischia la fame. I 10 milioni di euro saranno utilizzati per inviare circa 40.000 tonnellate di grano all'Eritrea a partire dal marzo prossimo. Calcolando i precedenti contributi provenienti dai fondi Ue e da quelli dei 15 Stati membri, l'Unione nel 2002 avra' destinato al Paese del Corno d'Africa un totale di 26 milioni di euro in aiuti d'emergenza. L'Onu il mese scorso ha lanciato un appello per raccogliere 163 milioni di euro per assistere l'Eritrea nel 2003, piu' del doppio di quanto richiesto il precedente anno. Proprio oggi la Fao, l'agenzia dell'Onu per l'alimentazione e l'agricoltura, ha lanciato un nuovo allarma nel rapporto "La situazione alimentare e le prospettive dei raccolti nell'Africa subsahariana". Dal rapporto risulta che 40 milioni di persone in Africa subsahariana rischiano la fame e hanno bisogno urgente di aiuti alimentari. La situazione e' gravissima nell'Africa meridionale, dove circa 16,7 milioni di persone hanno bisogno di aiuti per soppravvivere fino ai raccolti dell'aprile del 2003, e nei paesi del Corno d'Africa dove almeno 17,5 milioni di persone non hanno cibo a sufficienza.

Eritrea offers military help to USThe United States can have access to Eritrea's military bases as part of its war against terror, President Isaias Afewerki has said. He made the offer to US Defence Secretary Donald Rumsfeld, who began a four-nation tour of the Horn of Africa in the capital, Asmara. Mr Rumsfeld did not say whether the US would take Eritrea up on its offer. The US has more than 1,000 elite troops stationed on a warship off the coast of Djibouti, where Mr Rumsfeld is going on Wednesday, acting as its regional terror command centre. But Mr Isaias' offer marks a change of tone in relations between Eritrea and the US. In October, the US accused Eritrea of human rights abuses. Eritrea responded by accusing the CIA of plotting against it.

HORN OF AFRICA: Rumsfeld discusses terror threat during whirlwind tourASMARA/ADDIS ABABA, 11 Dec 2002 (IRIN) - US Defence Secretary Donald Rumsfeld flew to Djibouti on Wednesday after agreeing with Ethiopia to coordinate the fight against terrorism.Rumsfeld, who met Ethiopian Prime Minister Meles Zenawi in Addis Ababa on Tuesday, said both countries should work closely to counter terrorist activities.The defence secretary is on a 28-hour whirlwind tour of the Horn of Africa visiting Eritrea, Ethiopia and Djibouti.Meles said terrorist activity in the region was on the rise. Earlier this week he accused a Somali-based Islamic organisation, Al-Ittihad, of being behind last month's twin bomb attacks in the Kenyan holiday resort of Mombasa. He said the organisation was linked to the Al Qaeda network.Last week, Meles held talks in Washington with US President George Bush and Kenyan leader Daniel arap Moi. Rumsfeld began his Horn of Africa tour in Eritrea earlier on Tuesday, where he met President Isayas Afewerki. At a press conference following the talks, Rumsfeld said the US considered Eritrea an important partner in Africa, with invaluable experience in fighting terrorist organisations within its own borders.

Ethiopia: EC, bank pledge up to 400m euros as grant, loan for developmentAddis Ababa, 8 December: The European Commission (EC) and the European Investment Bank (EIB) foresee a total of new commitments that could go up to 400m euros to Ethiopia for the year 2003. According to the European Union press release sent to Ethiopian News Agency on Sunday, preparations for this portfolio are at different stages of advancement. ETIOPIA ALLA FAME, SOS AL MONDO
(AGI/REUTERS) - Addis Abeba, 7 dic. - Un milione di persone rischieranno di morire di fame in Etiopia nel corso del 2003 a causa della carestia se il paese non sara' aiutato dalla comunita' internazionale. Simon Mechale, capo della protezione civile, ha fatto presente che a causa dei mancati raccolti dovuti alla siccita' piu' di 11 milioni di persone non avranno di che sfamarsi l'anno prossimo. Per questa ragione si e' appellato alla solidarieta' internazionale, fissando in un milione e mezzo di derrate alimentari gli aiuti necessari. Simon ha fatto presente che altri tre milioni rischiano di dover fare i conti con la crisi alimentare. Il governo di Addis Abeba ha chiesto aiuti anche sotto forma di sementi, vaccini e mangime per il bestiame, per un totale di 64,6 milioni di dollari. Carol Bellamy, direttrice dell'Unicef, ha avvertito qualche giorno fa che anche se non si puo' parlare ancora di carestia in Etiopia si rischia una catastrofe simile a quella del 1984-85, quando la fame fece un milione di vittime. La situazione e' grave anche in Eritrea, dove 1,4 dei 3,3 milioni di abitanti rischiano di morire di inedia. (AGI)

One third of Eritrean people face hunger Even at the best of times, the vast majority of Eritreans live close to subsistence levels, often resorting to casual labour and selling of wood fuel to feed their families.This year, the siutation is much worse. About 1.4 million people, or more than one third of the population, require emergency food aid due to the severe drought that has hit the Horn of Africa.The drought, the worst since independence in 1993, is the result of the near total failure of consecutive rainy seasons since October 2001. This year, most regions of Eritrea received less than 25 per cent of the average rainfall, which has severely affected harvests and the availability of drinking water.

Immigrazione, peschereccio affonda a largo delle coste libicheSono almeno 12 morti e 56 dispersi le vittime del naufragio di un peschereccio affondato sabato sera al largo delle coste libiche. Lo hanno reso noto fonti ufficiali. L’imbarcazione trasportava almeno 120 immigrati clandestini. "Un peschereccio di nazionalità non identificata - ha detto una fonte del ministero della giustizia libico - è naufragato davanti a Tripoli a causa del maltempo". "A bordo - ha precisato la fonte - c'erano 120 persone, immigranti clandestini africani diretti verso l'Europa e forse più precisamente verso l'Italia". "La guardia costiera libica ha salvato 52 persone, 12 sono morte e 56 risultano disperse", ha aggiunto la fonte, annunciando l'apertura di un'inchiesta per stabilire la nazionalità degli immigranti e quella dell'imbarcazione e suo porto di partenza.

Libya Rescues Illegal Immigrants from Sinking Ship
LONDON (Reuters) - More than 50 African illegal immigrants were missing after Libyan coastguards rescued scores more from a fishing trawler on the verge of sinking off the Libyan coast Saturday, Libya's Jana news agency reported. The agency, monitored by the British Broadcasting Corporation, said 51 people were missing and 11 bodies had been found out of the 110 "African citizens" who had been aboard the vessel. Jana quoted sources at the General People's Committee for Justice and Security as saying the trawler had got into difficulties after being caught in a storm.

(AGI/REUTERS) - Londra, 1 dic. - Una nave con a bordo 110 persone che tentavano di raggiungere clandestinamente l'Europa e' affondata ieri al largo delle coste libiche: undici le vittime accertate e almeno 51 i dispersi. Secondo quanto reso noto dall'agenzia libica Jana, la guardia costiera e' riuscita a trarre in salvo decine di "cittadini nordafricani" che viaggiavano sul peschereccio colato a picco.
